An 2115. Le pays qui était autrefois appelé le Japon a été séparé en 2 états distincts : la 17e Administration de la capitale Impériale de l'Extrême-Orient, un monde privé de liberté et sous constante surveillance et Stratos, plus formellement connu comme la Frontière S, un monde sans foi ni loi où la liberté est courante. Ces deux états sont entrés en guerre avec pour objectif de détruire l'autre afin de survivre.
